Support for the Implementation of the World Trade Organization Agreement on Fisheries Subsidies: Briefing session for Common Market for Eastern and Southern Africa member states
This virtual briefing session was designed to support Common Market for Eastern and Southern Africa (COMESA) member states in their reflection and preparation processes for the ratification and implementation of the World Trade Organization (WTO) Agreement on Fisheries Subsidies, including access to the WTO Fish Fund.
Background
After more than 20 years of negotiations, WTO members adopted the Agreement on Fisheries Subsidies in June 2022. For the first time, this agreement sets binding rules to ensure that government support for the fishing sector does not undermine the sustainability of marine resources. By promoting subsidy policies that align with the sustainable use of fisheries, the agreement aims to protect marine ecosystems while supporting the livelihoods, food security, and income of communities around the world.
Adoption of the agreement is only the first step, and with 108 of the 111 WTO members needed for entry into force, this milestone is within reach. It is therefore crucial for WTO members—particularly those that have already ratified—to start preparing for its rollout.
About the Event
This virtual briefing was designed to support COMESA member states in reflecting and preparing for the ratification and implementation of the agreement.
The session highlighted two key tools:
- IISD’s Self-Assessment Tool for the Implementation of the WTO Fisheries Subsidies Agreement, which helps WTO members evaluate their current alignment with the agreement’s disciplines, identify necessary actions, and determine their technical assistance needs.
- The WTO Fish Fund, which provides financial support to developing countries for implementing the agreement, along with practical guidance on how to access it.
The session included presentations on these tools, followed by a Q&A session in which participants could ask questions and reflect on their technical assistance needs.
