Trade & Climate Tracker

Trade deals are no longer only about tariffs. Governments are increasingly using economic agreements to cooperate on the green transition — from securing critical mineral supply chains to advancing renewable energy cooperation and combating deforestation.

The Trade and Climate Tracker makes this shift visible. Developed by IISD, this online resource systematically maps and compares the green transition content of economic agreements signed since January 2025, including free trade agreements, economic cooperation agreements, memoranda of understanding, and critical minerals partnerships. It currently covers 71 agreements between 66 governments, with coded provisions for the 46 agreements whose texts are publicly available.

For each agreement, the Tracker records the agreement type, signatories, signature date, and text availability, along with coded summaries and references for provisions, where they are public, across four substantive areas: energy, climate, critical raw materials, and heavy industry. The coding process combines AI-assisted extraction with expert verification, with every coding decision validated against the agreement text.

The Tracker is a mapping tool: it records what agreements provide for, not whether governments implement those provisions or what environmental outcomes they produce. By making the content of these agreements comparable and searchable, it reveals where governments' priorities lie — and enables external scrutiny of what has been agreed.

The Tracker is updated regularly, and each quarter IISD publishes new analysis of key findings and emerging trends drawn from the data.
