Liberalization of Trade in Environmental Goods for Climate Change Mitigation: The Sustainable Development Context

This paper explores the potential and challenges that would face trade-policy-makers in trying to contribute to climate change objectives by liberalizing trade in low-carbon goods. It draws heavily on the existing talks under the Doha Development Agenda for liberalizing trade in environmental goods and services. It was prepared for the seminar on Trade and Climate Change, June 18-20, 2008, in Copenhagen, co-hosted by the Government of Denmark, the German Marshall Fund of the United States and IISD. Mahesh Sugathan is lead author of this paper, produced under ICTSD's Global Platform on Linkages between Trade Policies, Climate Change and Sustainable Energy.
