Climate Change Action in the Province of Manitoba

IISD is actively working with its partners in Manitoba to support meaningful long-term reductions in greenhouse gas emissions and the introduction of adaptive strategies to reduce the province's vulnerability to current and anticipated climatic changes.

IISD provides expert advice at the government, corporate and community levels, and supports the identification and promotion of opportunities to further strengthen sustainable development in the province.

IISD also supported implementation of the Government of Manitoba’s commitment—outlined in TomorrowNow—Manitoba’s Green Plan—to update its climate change plan and create the first green economy action plan for Manitoba. Between November 2013 and April 2015, IISD undertook research and led consultations focused on climate change mitigation and adaptation, along with the connection between the green economy and jobs. For the green economy and jobs profile, IISD undertook research into global best practices for the implementation of a green economy, oversight of quantitative green economy analysis and development of an action plan document for government highlighting policy options, in addition to developing green economy indicators. For the climate change profile, the work included scoping assessments of climate policy in other Canadian jurisdictions and the United States, and highlighting policy option areas and sectors of focus for Manitoba's climate policy. Both work profiles included consultations with key Manitoba stakeholders and the following sectors: bioeconomy, buildings, energy, agriculture, water, transportation, infrastructure, peatlands, industry and civil society. Background papers and consultation reports were developed for each consultation, as well as a final report to government on stakeholders' input and key priority areas on policy recommendations.

IISD has also supported the Government of Manitoba’s involvement in the Prairie Regional Adaptation Collaborative and collaborated on the implementation of several research projects. These include an exploration of the impact of recent extreme climate events on the energy sector in the Canadian portion of the Souris River Basin and assessing a suite of mining, forestry and agriculture policies to support sector-specific adaptation needs and determine their own adaptive capacity.
