Peace and Climate Change Adaptation: Policy coherence for adaptation and resilience

The EU Action on Policy Coherence for Adaptation and Resilience brings together the Centre for Humanitarian Dialogue (HD), the Berghof Foundation (BF), the International Institute for Sustainable Development (IISD) to support regions and countries affected by climate change and conflict in better aligning peace and climate adaptation policies.

Funded by the Service for Foreign Policy Instruments, the EUR 2 million initiative supports the EU Action Document on Climate Change and Security and runs from October 2025 to September 2028. 

The Action is delivered through a consortium comprising HD, BF, and IISD. HD and BF provide peace mediation and dialogue expertise, while IISD provides climate adaptation expertise and contacts related to NAP processes via the NAP Global Network.

The initiative aims to contribute to the improved alignment of regional and national policies on peace and climate adaptation in fragile contexts. This will be achieved through two key outcomes:

  • Increased knowledge on supporting the alignment of peace and climate adaptation efforts.
  • Key actors enhance their skills and capacities for improved alignment between peace and adaptation efforts.
