Lorelie Solomon Astrera
Senior Policy Advisor
Lorelie Solomon Astrera is a senior policy advisor for Gender Equality and Social Inclusion (GESI) with IISD’s Energy Program.
She brings more than 15 years of experience working with national and local governments, civil society organizations, community groups, and the private sector across a wide range of sectoral concerns—including natural resource management, agriculture, climate resilience, biodiversity, conservation management, education, public finance, and local governance. Her portfolio spans initiatives supported by development partners such as the World Bank, GIZ, the United Nations Development Program, Oxfam Novib, and USAID, where she has delivered applied research, policy analysis, capacity development, stakeholder engagement, and monitoring and evaluation for programs implemented across the Philippines, South Asia, and the Pacific.
Before joining IISD, Lorelie served as the Gender, Youth, Equity, and Social Inclusion Specialist for USAID’s Philippines–Sustainable Interventions for Biodiversity, Oceans, and Landscapes Project. She led the project’s GESI strategy, supported the adoption of key policy reforms, and designed and facilitated capacity development initiatives for government and community partners to strengthen the meaningful participation and welfare of women, youth, Indigenous Peoples, and marginalized groups in protected area management and governance in the Philippines.
Lorelie holds a master’s degree in development management from the University of the Philippines. Across her work, she remains committed to promoting rights-based governance, advancing inclusive natural resource management, and ensuring that just and equitable transitions in climate and energy systems benefit marginalized and underrepresented groups.
