Fangzhou Zheng

Policy Advisor

Fangzhou Zheng is a policy advisor within the Economic Law and Policy Program. In this role, he provides technical and research coordination to support the mission of the China Council for International Cooperation on Environment and Development.  

With over 12 years of experience in environmental science and public policy, Fangzhou specializes in soil health, watershed modelling, and sustainable agriculture. His work bridges rigorous scientific data with actionable policy insights, specifically focused on climate change adaptation and sustainable resource management within the China–Canada environmental context.

Prior to joining IISD, Fangzhou served as a policy and research analyst for the Maritime Provinces Higher Education Commission, where he conducted data integrity initiatives and produced statistical reports to guide evidence-based decision making. He also worked as a research associate with the New Brunswick Soil & Crop Improvement Association, collaborating with government agencies and agricultural producers to implement sustainable land management practices. Previously, he spent over a decade as a researcher at the Fredericton Research and Development Centre (Agriculture and Agri-Food Canada), where he managed long-term monitoring networks and utilized advanced geospatial technologies—such as GIS and UAV photogrammetry—to assess environmental impacts.

Fangzhou is a published researcher, with contributions to peer-reviewed journals including Soil and Tillage Research and Remote Sensing.

He holds a Ph.D. in soil science from the University of Manitoba, a Master of Science in forestry from the University of New Brunswick, and a Bachelor of Science in agriculture from Dalhousie University. 

Based in Winnipeg, Manitoba, Fangzhou is bilingual in English and Mandarin.
