COFFIS at COP 30

At the 30th United Nations Climate Change Conference (COP 30) in Belém, the Coalition on Phasing Out Fossil Fuel Incentives including Subsidies (COFFIS) is advancing its efforts to phase out fossil fuel subsidies—a critical step to align public finance with the goals of the Paris Agreement.

Reforming fossil fuel subsidies remains one of the most powerful ways to accelerate a just, orderly, and equitable transition away from fossil fuels, while freeing up public funds to invest in clean energy, social protection, and sustainable development.

COFFIS unites countries committed to driving this change. Its members are taking concrete action to identify, reform, and phase out inefficient fossil fuel subsidies, ensuring that reforms are fair, transparent, and protect the most vulnerable. At COP 30, COFFIS will spotlight national progress, share lessons learned, and encourage more jurisdictions to join the coalition’s collective effort to end such public financial support for fossil fuels.

Through high-level dialogues, joint events, and collaboration with other international initiatives, COFFIS will demonstrate how fossil fuel subsidy reform supports the UNFCCC process—from implementing the global stocktake outcomes to advancing Article 2.1(c) of the Paris Agreement. By aligning fiscal policies with climate and development goals, COFFIS is helping turn commitments into action and building momentum toward a resilient, low-carbon future.
