The summer 2011 edition of the ITN Quarterly includes a feature-length article on a controversial dispute between the tobacco company Philip Morris and the government of Uruguay over rules that require all cigarettes to be sold in plain packaging. Also featured are essays on Australia’s decision to reject investor-state arbitration in its international investment agreements, new developments in foreign investment contracts, and an in-depth update on the European Union’s foreign investment policy. The issue rounds up with news updates and summaries of recent investor-state arbitration decisions.
The ITN Quarterly provides expert news and analysis on international investment policies and sustainable development. Published four times a year, each issue includes essays by guest contributors, news briefs and summaries of recent investor-state arbitration decisions.
Since 2002, IISD has produced a specialized reporting service dedicated to investigating and reporting on the international foreign investment law regime. We also maintain a documents centre, where we post as a public service, heretofore unpublished legal rulings or documents which we have uncovered. IISD also produces periodic briefings for parliamentarians and elected officials which offer information and insight into International Investment Agreements—and how such agreements have important consequences for domestic policy-making.

Investment Treaty News (ITN) is a reporting service that monitors the international treaties governing overseas business investments. As lawsuits arise under these treaties, pitting foreign investors against their host governments, these agreements are having significant public policy implications, in such areas as health, environmental protection, economic development and taxation. For several years, ITN was published as a bi-weekly news bulletin. In 2010, however, ITN moved to a quarterly format, which places a greater emphasis on analysis.
