The Eastern European Project on Broadening Participation in the Emerging Global Economy was a joint effort of IISD, The Earth Council and Eco-Accord. The project worked in eight countries (Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Moldova and Uzbekistan), partnering in each country with the National Centre for Sustainable Development. The project aimed to raise awareness and capacity at the national level to deal with the challenges of globalization and sustainable development. Major funding for the project was provided by the Ford Foundation.

IISD's principal role was to provide technical expertise on the link between trade and sustainable development, and advise on how sustainable development priorities might best be defended in the course of accession to the WTO by countries deemed Newly Independent States. The project conducted training workshops in each country with a wrap up event in Moscow in May 2003.

IISD produced the background and technical papers for the events, and participated in the national workshops as expert resource people. The papers are listed below (available in English and in Russian). Also available in both languages, as well as in French and Spanish, is the acclaimed IISD-UNEP Environment and Trade Handbook.

  • Globalization, Trade and Sustainable Development
    This paper examines the nature of globalization, focusing on trade liberalization as relevant to the Newly Independent States. It describes the characteristics of the multilateral trading system, with a focus on how it relates to sustainable development.

    This paper describes the WTO Accession process, and the Doha Development Agenda, along with its sustainable development implications. It discusses the challenges for the NIS in making their voices heard in the negotiations.

    This paper is a guide to WTO accession. It looks at the legal process and implications of accession, and describes the possibilities for technical assistance in the process. Finally, it briefly broaches the sustainable development implications of accession to the WTO.

  • Foreign Investment: Making it Work for Sustainable Development
    This paper asks how states can best attract and manage foreign direct investment in the service of sustainable development. It surveys the arguments on factors that influence investment flows, and asks in what ways investment might impact on the achievement of sustainable development. It finishes with a number of policy recommendations.

  • Trade and Environment: An Introduction to Understanding and Promoting Sustainable Trade in the WTO
    This paper surveys the relationship between trade and environment, with a focus on the WTO. It looks at the types of linkages between the two policy areas, and then asks how the WTO approaches several key environmental issues, looking specifically at the current Doha Round negotiations. It finishes with a number of policy recommendations.
