The previous chapters analyzed the linkages between environment and trade from a physical and economic as well as a legal and policy perspective. A number of institutional questions also arise when we attempt to address the relationship between trade and the environment. Making trade and environment mutually supportive may require changing the existing institutions to accommodate new concerns, or building new ones. This chapter looks at mechanisms for openness in trade policy-making at the national and multilateral levels, and at the possible emergence of a new set of institutions to review trade liberalization agreements.
