The MARKAL-EQUITY program is part of the TERI-Canada Energy Efficiency Project undertaken with our partner, The Energy and Resources Institute (TERI) in India. The TERI-Canada project was launched in 1999 with the objective of analyzing market-based, fiscal and regulatory approaches to promote energy efficiency and conservation. Full details can be found at the TERI-Canada project web site. The project is supported by the Canadian International Development Agency (CIDA).

The MARKAL-EQUITY program developed a methodology for determining the impacts of climate change mitigation scenarios on lower-income groups along with compensation schemes.

It is known that people with lower incomes allocate a bigger share of their budgets to energy expenses than people with higher incomes. However, in climate change mitigation scenarios, this aspect is often neglected. Such an assessment is usually performed as a post-modelling exercise, i.e., after costs are determined with the help of an energy model. This project will bring the calculations of the income impacts into the main model.
