Location: Ottawa, Canada
Summary: IISD's conference A Way Forward: Canadian and International Perspectives on Post-2012 Climate Policy examined the scope and implications of the Bali Action Plan. The conference represented a first step in the post-Bali process and set expectations for the next two years. It also began the important task of increasing international understanding of key Canadian sensitivities and concerns, as well as enhancing Canadian understanding of international perspectives.

In October 2006 IISD launched a two-year dialogue process with Canadian government, industry and civil society representatives on Canada's role in climate change policy after 2012. The Canadian Options for Post-2012dialogue process culminated in a national conference held in March 2008 in Ottawa, Canada. The conference, A Way Forward: Canadian and International Perspectives on Post-2012 Climate Policy, examined the scope and implications of the Bali Action Plan, agreed upon in December 2007 at the 12th Conference of the Parties (COP 12) to the UN Framework Convention on Climate Change.
The conference provided an opportunity to gather perspectives that could be fed into the international climate process after COP 12, and to set expectations for the next two years of negotiations. It also began the important task of increasing the international understanding of key Canadian sensitivities and concerns, as well as enhancing Canadian understanding of international perspectives.
Two IISD reports on post-2012 issues formed the basis for several thematic discussions at the conference:
A Way Forward: Canadian Perspectives on Post-2012 Climate Policy (PDF - 2 MB)
Published in May 2008 This report assessed the four pillars of the Bali Action Plan—mitigation, adaptation, technology, and financing and investment—from a Canadian perspective. The analysis aimed to help lay the groundwork for discussions in Canada and internationally on how these key areas may be incorporated into a post-2012 agreement.
International Climate Change Policy Scenarios (PDF - 384 KB)
Published in February 2008 This paper set out five broad policy scenarios for addressing climate change post 2012. The scenarios represented possible policy architectures that could be discussed in the international climate negotiations. They looked at how the various approaches might unfold, with particular emphasis on what that might mean for Canada. The qualitative analysis of these scenarios included the criteria of environmental integrity, economic competitiveness, incentives for financing, political feasibility and Canadian interests.
