{"id":1383,"date":"2019-03-05T12:42:28","date_gmt":"2019-03-05T20:42:28","guid":{"rendered":"https:\/\/savi.iisd.org\/?post_type=savi-project&#038;p=1383"},"modified":"2019-08-22T08:47:50","modified_gmt":"2019-08-22T15:47:50","slug":"green-public-procurement-in-china","status":"publish","type":"savi-project","link":"https:\/\/www.iisd.org\/savi\/project\/green-public-procurement-in-china\/","title":{"rendered":"Green Public Procurement in China: Air Conditioners, Lighting Devices, Cars, Paper and Cement"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The People\u2019s Republic of China spent more than <a href=\"https:\/\/www.iisd.org\/sites\/default\/files\/publications\/how-gpp-contributes-sustainable-development-china.pdf\">CNY\n1.6 trillion<\/a> (USD 252 billion) on procurement in 2013, accounting for 11.7\nper cent of all national spending. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In light of these numbers, the potential environmental,\nsocial and economic multipliers of greening government purchases become\nevident. The benefits of a comprehensive and efficient green public procurement\n(GPP) policy are not limited to the green products and services the public\nsector buys, but will have a ripple effect that encourages green consumption\nnationwide. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The significant purchasing power of the government will\nprovide the much-needed incentives in order for businesses to invest and\ninnovate in green products and services to meet the government\u2019s guaranteed\nlong-term and high-volume demand. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Building on the results of the IISD GPP Model, this project\nprovides targeted recommendations addressing the development areas identifies\nto improve GPP in China. We analyzed five product categories \u2013 air\nconditioners, lighting, cars, paper, and cement \u2013 because they represent\nsignificant financial flows in procurement, have notable environmental impacts\nand domestic production, and have sufficient data available to facilitate their\nanalysis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The model focuses on the inclusive cost of procurement by\nconsidering both the fiscal and non-fiscal costs associated with government\nprocurement. Non-fiscal costs included in the model focus on the health and\nenvironmental impacts of pollution resulting from the production, use and\ndisposal of products. <\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"750\" height=\"332\" src=\"https:\/\/iisd.org\/savi\/wp-content\/uploads\/2019\/08\/SAVi-cost-of-GPP-figure_V1.jpg\" alt=\"\" class=\"wp-image-2102\" srcset=\"https:\/\/www.iisd.org\/savi\/wp-content\/uploads\/2019\/08\/SAVi-cost-of-GPP-figure_V1.jpg 750w, https:\/\/www.iisd.org\/savi\/wp-content\/uploads\/2019\/08\/SAVi-cost-of-GPP-figure_V1-300x133.jpg 300w, https:\/\/www.iisd.org\/savi\/wp-content\/uploads\/2019\/08\/SAVi-cost-of-GPP-figure_V1-150x66.jpg 150w, https:\/\/www.iisd.org\/savi\/wp-content\/uploads\/2019\/08\/SAVi-cost-of-GPP-figure_V1-450x199.jpg 450w, https:\/\/www.iisd.org\/savi\/wp-content\/uploads\/2019\/08\/SAVi-cost-of-GPP-figure_V1-600x266.jpg 600w\" sizes=\"auto, (max-width: 750px) 100vw, 750px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The results of the model show that increased GPP ambition\nand stringency in China have several benefits. These benefits include energy\ncost savings, avoided health costs and avoided environmental costs, in addition\nto other nonmodelled but notable benefits, such as green innovation, market\ndevelopment and green industry development.
