{"id":1349,"date":"2019-03-05T11:10:33","date_gmt":"2019-03-05T19:10:33","guid":{"rendered":"https:\/\/savi.iisd.org\/?post_type=savi-project&#038;p=1349"},"modified":"2019-04-09T14:52:42","modified_gmt":"2019-04-09T21:52:42","slug":"contournement-de-rabat-morocco","status":"publish","type":"savi-project","link":"https:\/\/www.iisd.org\/savi\/project\/contournement-de-rabat-morocco\/","title":{"rendered":"Contournement de Rabat"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">The scope of this SAVi assessment<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The International Road Federation and Autoroute du Maroc (ADM) asked IISD to use <g class=\"gr_ gr_5 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"5\" data-gr-id=\"5\">SAVi<\/g> on the Contournement de Rabat (or Rabat bypass) road project, which was officially inaugurated in August 2017. It has a length of 41.1 km and includes the Mohammed VI Bridge, an important landmark. The toll road was built to improve mobility around the city and to re-route traffic not destined for Rabat. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><g class=\"gr_ gr_4 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"4\" data-gr-id=\"4\">SAVi<\/g> was applied to the Rabat bypass to inform the ADM on the costs of operational risks and their impacts on the overall financial viability of the project. This improves economic productivity.<\/p>\n<\/div>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\">The scenarios<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The risk scenarios included in the assessment are described in the table below. They all present risks to the management and operation of the bypass. ADM identified these risks in their risk matrix, and they were selected through in-depth discussions between IISD, ADM and the International Road Federation.<\/p>\n\n\n\n<table class=\"wp-block-table\"><tbody><tr><td>Indicator<\/td><td>Unit<\/td><\/tr><tr><td>Scenario 1: Business as Usual<\/td><td>Capital and operational expenditure as budgeted by ADM over the lifetime of the road<br><\/td><\/tr><tr><td>Scenario 2: Reduced Maintenance Expenditure<\/td><td>5% reduction in maintenance expenditure due to the budgeted cuts<\/td><\/tr><tr><td>Scenario 3: Increase in Road Works<\/td><td>200 <g class=\"gr_ gr_6 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling multiReplace\" id=\"6\" data-gr-id=\"6\">metres<\/g> of <g class=\"gr_ gr_5 gr-alert gr_gramm gr_inline_cards gr_run_anim Grammar only-ins doubleReplace replaceWithoutSep\" id=\"5\" data-gr-id=\"5\">road<\/g> is closed for reconstruction, every year from 2018 to 2060<\/td><\/tr><tr><td>Scenario 4: Short-Term Traffic Increase<\/td><td>200% traffic increase in the short term<br><\/td><\/tr><tr><td>Scenario 5: Increase in Heavy Vehicle Traffic<\/td><td>30% increase in heavy vehicle from 2018 to 2030<\/td><\/tr><tr><td>Scenario 6: Road Damage Due to Climate Change<\/td><td>2 km of road is damaged as a direct result of climate change, every 10 years<\/td><\/tr><\/tbody><\/table>\n\n\n\n<p class=\"wp-block-paragraph\">The <g class=\"gr_ gr_7 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"7\" data-gr-id=\"7\">SAVi<\/g> integrated <g class=\"gr_ gr_27 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"27\" data-gr-id=\"27\">cost\u2013benefit<\/g> analysis (CBA) demonstrates that externalities have a significant impact on the operating costs of the bypass.\u00a0 The value of time saved and the total cost of accidents across the different scenarios are particularly high. For example, in Scenario 2, we observe that a reduction in maintenance expenditure from EUR 73.64 million to EUR 65.34 million will lead to an increase in the cost of accidents from EUR 212 million to EUR 236 million. In Scenario 5, we observe the increase in revenue from EUR 456.10 million to EUR 464.89 million generated by increased heavy vehicle traffic.
