Emma Cutler

Emma is a System Dynamics Analyst for IISD’s Economic Law and Policy Program, working with its team on sustainable infrastructure finance and procurement.

Before joining IISD, Emma worked on flood vulnerability assessments, coastal management, and the impacts of climate change on built infrastructure in the Great Lakes region of the United States. Previously, she was a Fulbright student researcher in Sri Lanka, where she researched country-wide efforts to promote sustainable agriculture, focusing on organic smallholder tea production, youth empowerment, and urban farmers’ markets.

Emma holds a PhD in engineering sciences from the Thayer School of Engineering at Dartmouth and a Bachelor of Arts in mathematics and environmental studies from Bowdoin College. Her PhD research focused on systems modelling and statistical analysis for coastal climate adaptation and natural disaster resilience.
