Elisângela Rita

Senior Policy Advisor

Elisângela Rita is a senior policy advisor with IISD’s Economic Law and Policy program, leading a workstream on tax incentives and sustainable investment as part of the Tax and Debt sub-program.

With over 12 years of experience in international taxation, fiscal policy, and regional economic integration, Elisângela has a strong background in both government and intergovernmental organizations. She previously spent 10 years at the Angolan Revenue Administration, where she led the Double Tax Treaties Unit and played a key role in negotiating tax treaties and implementing international tax standards. Elisângela has also worked with the Southern African Development Community, where she facilitated tax policy reforms and supported regional economic integration efforts. Her expertise includes tax policy design, tax administration, tax treaty negotiation, and capacity building in international tax matters.

Elisângela holds an LL.M. in international taxation from the University of Florida and a BCom Law from the University of Pretoria.

Based in Madrid, Spain, she is fluent in English and Portuguese.
