The ministers <\/span><a href=\"https:\/\/docs.wto.org\/dol2fe\/Pages\/SS\/directdoc.aspx?filename=q:\/WT\/MIN24\/DEC.pdf&amp;Open=True\"><span style=\"font-weight: 400;\">ended<\/span><\/a><span style=\"font-weight: 400;\"> the Conference with a <\/span><a href=\"https:\/\/docs.wto.org\/dol2fe\/Pages\/SS\/directdoc.aspx?filename=q:\/WT\/MIN24\/37.pdf&amp;Open=True\"><span style=\"font-weight: 400;\">renewed commitment to have a fully and well-functioning dispute settlement system by 2024<\/span><\/a><span style=\"font-weight: 400;\"> and to <\/span><a href=\"https:\/\/docs.wto.org\/dol2fe\/Pages\/SS\/directdoc.aspx?filename=q:\/WT\/MIN24\/36.pdf&amp;Open=True\"><span style=\"font-weight: 400;\">improve the use of the special and differential treatment (S&amp;DT)<\/span><\/a><span style=\"font-weight: 400;\"> provisions for developing and least developed countries (LDCs). The MC13 also formally approved the membership of two new members \u2013 Comoros and Timor-Leste. Eleven new states also deposited their instruments of acceptance of the <\/span><a href=\"https:\/\/www.iisd.org\/publications\/guide\/wto-agreement-fisheries-subsidies-readers-guide\"><span style=\"font-weight: 400;\">WTO Fisheries Agreement<\/span><\/a><span style=\"font-weight: 400;\">. However, the MC13 presented a number of setbacks on matters where no agreement was reached, such as on agriculture and fishing subsidies. Significantly, 123 WTO members presented the <\/span><a href=\"https:\/\/www.wto.org\/english\/news_e\/news24_e\/infac_25feb24_e.htm\"><span style=\"font-weight: 400;\">WTO Investment Facilitation for Development Agreement<\/span><\/a><span style=\"font-weight: 400;\"> and requested it to be incorporated into the WTO architecture as a plurilateral agreement under Annex 4 of the Marrakesh Agreement Establishing the WTO.
