{"id":8046,"date":"2020-10-05T08:40:51","date_gmt":"2020-10-05T13:40:51","guid":{"rendered":"https:\/\/cf.iisd.net\/itn\/?p=8046"},"modified":"2024-08-09T18:31:13","modified_gmt":"2024-08-09T16:31:13","slug":"investment-facilitation-talks-move-to-negotiating-phase","status":"publish","type":"post","link":"https:\/\/www.iisd.org\/itn\/2020\/10\/05\/investment-facilitation-talks-move-to-negotiating-phase\/","title":{"rendered":"Investment facilitation talks move to negotiating phase"},"content":{"rendered":"<p>Following two years of \u201cstructured discussions,\u201d the negotiations for a proposed <span class='tooltipsall tooltipsincontent classtoolTips80'>WTO<\/span> multilateral framework for <a href=\"https:\/\/www.iisd.org\/itn\/tag\/investment-facilitation\/\">investment facilitation<\/a> (MFIF) are set to begin on September 24\u201325, 2020.<\/p>\n<p>As we <a href=\"https:\/\/cf.iisd.net\/itn\/2020\/06\/20\/investment-facilitation-talks-wto-member-group-considers-new-consolidated-text\/\">reported<\/a>, negotiations had been scheduled for the 12th Ministerial Conference, which was to be held in June 2020 in Kazakhstan but has been delayed until 2021 due to the COVID-19 pandemic.<\/p>\n<p>While WTO members involved in the investment facilitation talks have been hesitant to agree to binding decisions during this time, virtual meetings have taken place over the summer months, with members <a href=\"https:\/\/docs.wto.org\/dol2fe\/Pages\/SS\/directdoc.aspx?filename=q:\/INF\/IFD\/R15.pdf&amp;Open=True\">proposing language<\/a> on elements of the framework, including temporary entry for investment persons and the facilitation of movement of business persons for investment purposes, facilitating transfers (related to profits as well as other investment-related capital flows), as well as the preamble, scope, and general principles.<\/p>\n<p>With regard to scope, the discussion focused on whether the framework would cover services and non-services, as well as portfolio investment, and if the MFIF would apply to the entire life cycle of an investment.
