According to a Conference <a href=\"https:\/\/www.energycharter.org\/who-we-are\/energy-charter-conference\/meetings\/30th-meeting-of-the-energy-charter-conference\/\"><span style=\"color: blue;\">meeting summary<\/span><\/a> issued thereafter, the \u201ctop priority\u201d for next year will be the modernization process. <\/span><\/p>\n<p class=\"normal\"><span lang=\"EN-US\">The first negotiating round was held in Brussels starting on December 12, though a public summary of those discussions is not available. The talks were initially meant to be held in Albania, but a natural disaster in the Balkan country caused <a href=\"https:\/\/www.forbes.com\/sites\/davekeating\/2019\/12\/10\/eu-governments-under-pressure-to-quit-energy-charter-treaty\/#35a8b3c663ed\"><span style=\"color: blue;\">a change in venue<\/span><\/a>. Subsequent talks, according to the <a href=\"https:\/\/www.energycharter.org\/fileadmin\/DocumentsMedia\/CCDECS\/2019\/CCDEC201910.pdf\"><span style=\"color: blue;\">provisional timetable<\/span><\/a> released last year, are planned in April, July, and October 2020, with a stocktaking planned for December.<\/span><\/p>\n<p class=\"normal\"><a name=\"_1fob9te\"><\/a><span lang=\"EN-US\">Even with the modernization negotiations underway, the potential for the process to resolve the treaty\u2019s many known challenges remains unclear. The existing treaty, which dates back to the mid-1990s, has seen the highest number of investment arbitrations among IIAs, as well as the largest investment arbitration awards on record.
