{"id":6414,"date":"2019-06-27T08:36:20","date_gmt":"2019-06-27T13:36:20","guid":{"rendered":"https:\/\/www.iisd.org\/itn\/?p=6414"},"modified":"2024-08-09T18:29:58","modified_gmt":"2024-08-09T16:29:58","slug":"china-eu-leaders-announce-2020-target-for-investment-deal","status":"publish","type":"post","link":"https:\/\/www.iisd.org\/itn\/2019\/06\/27\/china-eu-leaders-announce-2020-target-for-investment-deal\/","title":{"rendered":"China, EU leaders announce 2020 target for investment deal"},"content":{"rendered":"<p>Leaders from China and the <span class='tooltipsall tooltipsincontent classtoolTips117'>EU<\/span> have pledged to finalize negotiations for their Comprehensive Investment Agreement next year, announcing their target date and further details about the process during a summit in Brussels, Belgium, on April 9, 2019.<\/p>\n<p>European Council President Donald Tusk, European Commission President Jean-Claude Juncker and Chinese Premier Li Keqiang issued a <u><a href=\"https:\/\/www.consilium.europa.eu\/media\/39020\/euchina-joint-statement-9april2019.pdf\">joint statement<\/a><\/u> outlining various objectives for the negotiations, naming \u201cliberalization commitments\u201d as a priority area for 2019 discussions.<\/p>\n<p>Beijing and Brussels launched formal negotiations on the proposed investment agreement in 2013 and confirmed <u><a href=\"http:\/\/trade.ec.europa.eu\/doclib\/press\/index.cfm?id=1435\">its scope<\/a><\/u> in 2016. They have held 20 rounds to date, with the latest <u><a href=\"http:\/\/trade.ec.europa.eu\/doclib\/docs\/2019\/march\/tradoc_157772.pdf\">taking place<\/a><\/u> in February 2019. That round included talks on market access offers, <span class='tooltipsall tooltipsincontent classtoolTips43'>ISDS<\/span>, state\u2013state dispute settlement and language involving sustainable development. The 21st negotiating round is slated for June, though technical talks were planned for early April and are also expected in May.<\/p>\n<p>The China\u2013EU investment negotiations are being conducted as a standalone process, which was a <u><a href=\"http:\/\/europa.eu\/rapid\/press-release_SPEECH-13-793_en.htm\">notable first<\/a><\/u> for the European Commission at the time that talks were launched. The two sides are not currently negotiating an <span class='tooltipsall tooltipsincontent classtoolTips70'>FTA<\/span>, though European Commission officials have <u><a href=\"https:\/\/www.reuters.com\/article\/us-eu-china-trade\/eu-ready-for-talks-with-china-on-pact-paving-way-for-free-trade-idUSBRE98G0WU20130917\">previously said<\/a><\/u> that the results of the investment discussions could help determine whether to pursue a trade agreement with Beijing, among various other factors.<\/p>\n<p>Leaders said in Brussels this April that they hope to see an \u201cambitious\u201d investment agreement, including a \u201cbalanced investment protection framework\u201d as well as better market access terms than are currently in place.
