The free trade agreement involves 11 countries in the Pacific region: Australia, Brunei Darussalam, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore and Vietnam. The <a href=\"https:\/\/www.mfat.govt.nz\/en\/trade\/free-trade-agreements\/free-trade-agreements-concluded-but-not-in-force\/cptpp\/comprehensive-and-progressive-agreement-for-trans-pacific-partnership-text\/\">legally verified text<\/a> was released February 21, 2018, by New Zealand, the treaty\u2019s depositary. Mexico also published the <a href=\"https:\/\/www.gob.mx\/tpp\">Spanish version<\/a>.<\/p>\n<p>At the signing ceremony, <a href=\"https:\/\/beehive.govt.nz\/release\/new-zealand-signs-side-letters-curbing-investor-state-dispute-settlement\">side letters were also signed<\/a> to exclude compulsory <span class='tooltipsall tooltipsincontent classtoolTips43'>ISDS<\/span> between New Zealand and five countries: Australia, Brunei Darussalam, Malaysia, Peru and Vietnam.<\/p>\n<p>In addition, Canada, Chile and New Zealand signed two joint declarations: one on <a href=\"https:\/\/www.mfat.govt.nz\/assets\/CPTPP\/CPTPP-Joint-Declaration-Progressive-and-Inclusive-Trade-Final.pdf\">Fostering Progressive and Inclusive Trade<\/a>, endorsing the countries\u2019 commitments to sustainable development and climate change goals, and another on <a href=\"https:\/\/www.mfat.govt.nz\/assets\/CPTPP\/CPTPP-Joint-Declaration-ISDS-Final.pdf\">ISDS<\/a>, reaffirming the parties\u2019 right to regulate and intent to promote transparency in dispute settlement proceedings.<\/p>\n<p>U.S. President Donald <a href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/984631073865953280\">Trump said<\/a> on April 13, 2017, that he would reconsider joining the CPTPP if it were \u201csubstantially better\u201d than the deal negotiated by his predecessor, Barack Obama. <a href=\"https:\/\/www.iisd.org\/itn\/2017\/03\/13\/trump-pulls-united-states-out-of-tpp-intends-to-pursue-bilateral-agreements\/\">Trump had withdrawn<\/a> the United States from the \u201chorrible\u201d TPP-12\u00a0in January 2017. <a href=\"https:\/\/www.theguardian.com\/world\/2018\/apr\/13\/trump-says-he-would-rejoin-tpp-if-offered-better-terms-than-obama\">He has recently asked his trade advisers<\/a> to look into the possibility of joining the CPTPP.<\/p>\n<p>Japan\u2019s trade minister, <a href=\"https:\/\/www.theguardian.com\/world\/2018\/apr\/13\/trump-says-he-would-rejoin-tpp-if-offered-better-terms-than-obama\">Taro Aso, said<\/a> that he would welcome the possibility, but would have to verify the facts carefully.
