Leaders also held the first ever RCEP summit in Manila, Philippines on November 14, 2017 after two days of preparatory meetings.<\/p>\n<p>The <a href=\"http:\/\/asean.org\/storage\/2017\/11\/RCEP-Summit_Leaders-Joint-Statement-FINAL1.pdf\">Joint Leaders\u2019 Statement<\/a> issued at the end of the summit indicates that RCEP will include \u201cagreed provisions which maintain the right of Participating Countries to address legitimate public policy purposes.\u201d The current outline of the agreement, attached to the statement, also indicates that \u201cthe Investment Chapter would create an enabling investment environment in the region covering the four pillars of investments\u2014protection, liberalization, promotion, and facilitation.\u201d<\/p>\n<p>Leaders agreed to intensify negotiations throughout 2018. They <a href=\"http:\/\/www.themalaymailonline.com\/malaysia\/article\/najib-rcep-likely-to-be-signed-in-nov-2018\">set a new target<\/a> to sign the agreement during the <span class='tooltipsall tooltipsincontent classtoolTips15'>ASEAN<\/span> summit in Singapore in November 2018. Negotiations were officially launched in 2012, and <a href=\"http:\/\/vietnamnews.vn\/economy\/417421\/rcep-negotiating-nations-now-aim-to-conclude-agreement-in-2018.html#DombAkSQ8HBRp1UW.97\">negotiating deadlines were missed three times<\/a>, in 2015, 2016 and 2017.<\/p>\n<p>The 16 RCEP partners comprise the 10 member states of the Association of Southeast Asian Nations (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam) in addition to Australia, China, India, Japan, Korea and New Zealand.
