{"id":3914,"date":"2016-12-12T09:07:19","date_gmt":"2016-12-12T15:07:19","guid":{"rendered":"http:\/\/itn.mattrock.ca\/?p=3914"},"modified":"2024-08-09T18:27:24","modified_gmt":"2024-08-09T16:27:24","slug":"trump-election-affects-mega-regional-negotiations-including-ttip-tpp-and-rcep","status":"publish","type":"post","link":"https:\/\/www.iisd.org\/itn\/2016\/12\/12\/trump-election-affects-mega-regional-negotiations-including-ttip-tpp-and-rcep\/","title":{"rendered":"Trump election affects mega-regional negotiations including TTIP, TPP and RCEP"},"content":{"rendered":"<p>In September,\u00a0<a href=\"http:\/\/www.euractiv.com\/section\/trade-society\/news\/eu-rules-out-trade-deal-with-the-us-before-obama-leaves-office\/\"><span class='tooltipsall tooltipsincontent classtoolTips117'>EU<\/span> officials recognized<\/a>\u00a0that the negotiations on the EU\u2013U.S. Transatlantic Trade and Investment Partnership (TTIP) were unlikely to be concluded before the end of U.S. President Barack Obama\u2019s mandate. After November 9, when protectionist Republican candidate Donald Trump won the U.S. presidential elections, the future of TTIP negotiations became even less clear. EU Trade Commissioner Cecilia Malmstr\u00f6m said on November 11: \u201c<a href=\"http:\/\/www.reuters.com\/article\/us-usa-election-eu-trade-idUSKBN1361UN\">TTIP will probably be in the freezer<\/a>\u00a0for quite some time and then what will happen when it is defrosted, I think we will need to wait and see.\u201d<\/p>\n<p>While Trump\u2019s position on TTIP may be unclear, he strongly campaigned against existing multilateral trade deals, including the Trans-Pacific Partnership (TPP)\u00a0<a href=\"https:\/\/www.iisd.org\/itn\/2016\/02\/29\/trans-pacific-partnership-agreement-signed-in-auckland-un-independent-expert-calls-on-states-to-safeguard-regulatory-space\/\">signed earlier this year<\/a>\u00a0and even the North American Free Trade Agreement (<span class='tooltipsall tooltipsincontent classtoolTips19'>NAFTA<\/span>), in force since 1994. On November 22,\u00a0<a href=\"http:\/\/www.dw.com\/en\/trump-says-he-will-withdraw-us-from-tpp-trade-deal-on-day-one\/a-36474326\">the President-elect announced<\/a>\u00a0that among his actions on his first day in office (January 20, 2017) would be the full withdrawal of the United States from the TPP, characterizing it as \u201ca potential disaster\u201d for the country. \u201cInstead, we will negotiate fair, bilateral trade deals that bring jobs and industry back onto American shores,\u201d he added.<\/p>\n<p>In response,\u00a0<a href=\"http:\/\/fortune.com\/2016\/11\/22\/donald-trump-tpp-japan-trade\/\">Japanese Prime Minister Shinzo Abe stated<\/a>\u00a0that \u201cthe TPP would be meaningless without the United States.\u201d The TPP\u2014concluded by Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, United States, and Vietnam\u2014includes a clause preventing entry into force without U.S. ratification.\u00a0<a href=\"http:\/\/www.reuters.com\/article\/us-peru-tpp-idUSKBN13H2CC\">Peruvian Trade Minister Eduardo Ferreyros proposed<\/a>\u00a0new talks: \u201cWe can modify that clause and also take advantage to modify other clauses that might be uncomfortable for us.\u201d\u00a0<a href=\"http:\/\/www.reuters.com\/article\/us-usa-trump-tpp-idUSKBN13H0OT\">Australian Trade Minister Steven Ciobo also said<\/a>\u00a0that countries could push ahead by amending the agreement and possibly adding new members.<\/p>\n<p>Analysts see in the U.S. withdrawal from the TPP an opportunity for China to assume leadership in Asia-Pacific trade and investment negotiations. China is negotiating the Free Trade Area of the Asia Pacific (FTAAP) and the Regional Comprehensive Economic Partnership (<span class='tooltipsall tooltipsincontent classtoolTips35'>RCEP<\/span>). The latter excludes the United States, but includes Australia, India, Japan, New Zealand and South Korea, as well as the ten member states of the Association of Southeast Asian Nations (<span class='tooltipsall tooltipsincontent classtoolTips15'>ASEAN<\/span>).
