{"id":3824,"date":"2016-08-10T09:42:56","date_gmt":"2016-08-10T14:42:56","guid":{"rendered":"http:\/\/itn.mattrock.ca\/?p=3824"},"modified":"2024-08-09T18:27:11","modified_gmt":"2024-08-09T16:27:11","slug":"rcep-partners-conclude-13th-negotiating-round-in-auckland-three-further-rounds-in-2016","status":"publish","type":"post","link":"https:\/\/www.iisd.org\/itn\/2016\/08\/10\/rcep-partners-conclude-13th-negotiating-round-in-auckland-three-further-rounds-in-2016\/","title":{"rendered":"RCEP partners conclude 13th\u00a0negotiating round in Auckland; three further rounds in 2016"},"content":{"rendered":"<p>The 13<sup>th<\/sup>\u00a0round of negotiations for a Regional Comprehensive Economic Partnership (<span class='tooltipsall tooltipsincontent classtoolTips35'>RCEP<\/span>) was held in Auckland, New Zealand, from June 12 to 18, 2016.<\/p>\n<p>The International Centre for Trade and Sustainable Development (ICTSD)\u00a0<a href=\"http:\/\/www.ictsd.org\/bridges-news\/bridges\/news\/rcep-countries-conclude-auckland-round-eye-next-steps\">reports<\/a>\u00a0that all countries have now submitted initial offers for trade in goods and services, and initial lists of reservations for investment. Negotiations\u2014with further rounds scheduled for August, October and December\u2014are expected to go beyond the 2016 deadline.<\/p>\n<p>In April 2016,\u00a0<a href=\"http:\/\/keionline.org\/node\/2474\">Knowledge Ecology International leaked<\/a>\u00a0an October 16, 2015 version of the investment chapter. The leaked draft includes 14 articles covering provisions frequently included in trade and investment agreements, including most-favoured-nation (<span class='tooltipsall tooltipsincontent classtoolTips75'>MFN<\/span>) treatment, minimum standard of treatment and prohibitions of performance requirements and expropriation. The negotiating partners also aim at creating an investor\u2013state dispute settlement mechanism.<\/p>\n<p>RCEP is a mega-regional trade and investment agreement being negotiated since 2012 between Australia, China, India, Japan, New Zealand and South Korea, as well as the negotiating bloc of <span class='tooltipsall tooltipsincontent classtoolTips15'>ASEAN<\/span> member states: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.
