So far, Finland, <a href=\"https:\/\/www.energycharter.org\/fileadmin\/DocumentsMedia\/Notifications\/Declaration_by_the_Swiss_Confederation_under_Paragraph_3_a__of_the_Energy_Charter_Conference_Decision_CCDEC_2024_15_GEN.pdf\">Switzerland<\/a>, <a href=\"https:\/\/www.energycharter.org\/fileadmin\/DocumentsMedia\/Notifications\/Declaration_by_the_Kingdom_of_Belgium_under_Paragraph_3_a__of_the_Energy_Charter_Conference_Decision_CCDEC_2024_15_GEN_and_Unoff.pdf\">Belgium<\/a>, <a href=\"https:\/\/www.energycharter.org\/fileadmin\/DocumentsMedia\/Notifications\/Declaration_by_the_Republic_of_Lithuania_under_Paragraph_3_a__of_the_Energy_Charter_Conference_Decision_CCDEC_2024_15_GEN.pdf\">Lithuania<\/a>, <a href=\"https:\/\/www.energycharter.org\/fileadmin\/DocumentsMedia\/Notifications\/Declaration_by_Japan_under_Paragraph_3_a__of_the_Energy_Charter_Conference_Decision_CCDEC_2024_15_GEN.pdf\">Japan<\/a>, <a href=\"https:\/\/www.energycharter.org\/fileadmin\/DocumentsMedia\/Notifications\/Declaration_by_the_Republic_of_Estonia_under_Paragraph_3_a__of_the_Energy_Charter_Conference_Decision_CCDEC_2024_15_GEN.pdf\">Estonia<\/a>, and Liechtenstein have signaled that they would not provisionally apply the treaty.
