Best Practices to Identify and Measure Subsidies to Biofuels in the EU: A White Paper (660 KB)

In consultation with stakeholders from the public and private sector, the Global Subsidies Initiative (GSI) intends to develop a White Paper on best practices to identify and measure subsidies to biofuels in the EU.

To achieve this end, the GSI will initiate a four-stage process, described in the attached briefing note:

  1. Providing an illustrative, non-exhaustive list of questions for discussion. Stakeholders are invited to submit a written explanation of different positions in response to this briefing note.
     
  2. Compiling the responses of different stakeholders, distributing them among all stakeholders and inviting stakeholders to meet and discuss.
     
  3. Organizing a stakeholder meeting to discuss key points in detail, focusing on areas of contention and seeking to come to a consensus over them where possible. The meeting will be facilitated by an external, independent moderator. It will also be recorded and meeting records will be available to the public.
     
  4. Writing up a White Paper that summarizes where views are shared, where views differ, and why.
