Flavia Thomé

Director, Project Management Office | Head of Operations, Economic Law and Policy

Originally from Rio de Janeiro, Flavia Thomé is the Director of IISD's Project Management Office (PMO) and Head of Operations for IISD's Economic Law and Policy program (ELP).

Flavia is responsible for the overall leadership and management of the Economic Law and Policy program’s operational and administrative functions, ensuring that the program can deliver its various commitments effectively, on time, and within budget. Her role encompasses an extensive suite of responsibilities, from program design to financial management and funder relationships. This work also covers a wide range of subject areas, from international investment to mining policy.

Flavia’s extensive experience in these fields informs her parallel role as the Advisor to the President & CEO on Project Operations. In this capacity, Flavia is leading an effort to streamline IISD’s overall project management and operational approach across the Institute.

Flavia initially joined IISD in 2008 as the project administrator for the Trade Knowledge Network. In her early years at the Institute, she also served as the project manager for IISD’s team working on reforming investment law and policy. When the trade and investment workstreams were brought together with other areas of policy work—standards, mining, agriculture, and sustainable infrastructure finance and procurement—Flavia became the operational manager for the newly-formed Economic Law and Policy (ELP) program.

Flavia is a PRINCE2-qualified project manager, with prior academic training in international development, corporate social responsibility and economics. Her professional background is also informed by a blend of profit and not-for-profit experiences, including four years as a consultant for Accenture in London. Flavia has an international background: born in Brazil, she has since lived in France, Malaysia, the United Kingdom, Switzerland, and Italy.
