The Association for Progressive Communications (APC), a worldwide non-profit association of computer networks, has been invited by the UN to coordinate NGO communications during the World Conference on Women (WCW) in Beijing. As the provider of electronic communications services to NGOs in 96 countries, APC has successfully undertaken similar international networking initiatives for both the Earth Summit in Rio and the recent Vienna conference on Human Rights. As a citizen-oriented response to the communication era, the Women's Networking Support Program provides an answer to the increasing need of women's organizations to intercommunicate rapidly and to interlink in networks. Computer communications offers an unparalleled means of transmitting and sharing large amounts of information rapidly over long distances. The program aims to support women in appropriating this technology. The Canadian member of APC is NirvCentre, which operates the Web computer network. NirvCentre has made it a priority to put Web at the disposition of women's organizations and other interested groups organizing around the WCW and NGO Forum. To this end, NirvCentre has initiated a programme of training, information management and support activities in Canada which will coincide with a wide range of international activities during the preparatory process and during the WCW in Beijing. NirvCentre's initiative will support women's organizations and individuals and be an important ingredient in Canada's contribution to the international WCW process. Looking beyond the Beijing conference, as women's groups integrate this resource into their daily practice they will be strengthened organizationally and empowered to act more effectively.
