Chief Emeka Anyaoku

Secretary-General of the Commonwealth

Nigeria

A former Foreign Minister of Nigeria, Chief Anyaoku has held positions with the Commonwealth Secretariat as Director of International Affairs, Assistant Secretary-General, and Deputy Secretary-General. He has also represented Nigeria at its Permanent Mission to the United Nations in New York.

In 1982 Chief Anyaoku received the Commander of the Order of the Niger award. Other positions he has held include: Member of the International Board of the United World Colleges and the Governing Council of the International Institute for Strategic Studies in London, Trustee of the Rajiv Gandhi Foundation and the Malaysian Commonwealth Studies Centre (Cambridge), and Vice President of the Commonwealth Trust.

Chief Anyaoku possesses an Honours Degree in Classics from the University of London and holds Honorary Degrees from 13 universities.

Charles Caccia

A former Minister of the Environment and Minister of Labour, Mr. Caccia has been a Member of Parliament in the House of Commons since 1968. He has chaired the External Affairs Sub-committee on the Conference on Security and Cooperation in Europe and the Canadian Parliamentary Helsinki Group. Mr. Caccia established the Parliamentary Centre for Environmentally Sustainable Development.

Other positions Mr. Caccia has held include Chairman of the Ontario Liberal Caucus, Member of City of Toronto and Metro Council, Founder and President of Centro Organizativo Scoule Tecniche Italiane (COSTI), and Trade Analyst, Italian Trade Commission. He is the Founder of Caccia and Associates and was a member of the Faculty of Forestry, University of Toronto.

In 1990 Mr. Caccia published The OECD Nations and Sustainable Development (Sustaining Earth, McMillan). He holds a degree in Forestry Economics from the University of Vienna (1954). Mr. Caccia was born in 1930 in Milan, Italy.

Dr. Kamla Chowdhry

Dr. Chowdhry is currently a member of the World Bank's Advisory Committee on Environment and Sustainable Development and of the Consultative Group of International Agriculture Research (CGIAR) NGO Committee. She has also been a member of CGIAR's Technical Advisory Committee.

Dr. Chowdhry was previously the Head of the National Wastelands Development Board. Other positions she has held include Program Advisor for Public Planning and Management with the Ford Foundation; Consultant for the Atomic Energy Commission, Indian Space Organization and private and public sector organizations; Professor at the Indian Institute of Management in Ahmedabad; Visiting Professor at Harvard Business School; and Collaborator, Textile Labour Union.

Dr. Chowdhry has published over 100 papers relating to forestry, environment, sustainable development, poverty, ethics and development. She holds a Ph.D. in Social Psychology from Michigan University (Barbour Scholar), an M.A. in Philosophy from Punjab University (First Class Honours), and a B.A. in Mathematics from Calcutta University (with Distinction).

Angela Cropper

Ms. Cropper is a former Executive Secretary of the Convention on Biological Diversity. She has also been involved in the Caribbean Community Secretariat (CARICOM) as Adviser in Environment and in Education, and Director of Functional Cooperation. She is also former Project Manager of the International Planned Parenthood Federation, Western Hemisphere Region (IPPF/WHR).

Lt. Col. (Rtd.) Christine Kwabea Debrah

Ms. Debrah is an Associate Fellow of the International Institute for Environment and Development. She is a member of several environmental bodies including the Board of Advisers of the Climate Institute of America, the International Advisory Council of World WIDE Network, Women in Development and Environment, and the Senior Women's Advisory Group (SWAGSD) of UNEP.

In addition, Ms. Debrah is a member of the Advisory Board of the Gallup International Institute, USA, an Honorary Member of the Royal College of Nursing, UK, an Executive Member of the Ghana Society of the Blind, a Charter Member and Past President of the Zone International Club of Ghana, the Board Chairman of the Boating Vocational and Commercial Institute, and patron of the Wildlife Society and Evergreen Club of Ghana.

Ms. Debrah has been a member of the National Commission for Democracy, the Director-General of the Posts and Telecommunication Corporation, the First Ghanaian Matron of the 37 Military Hospital, Pioneer and first Commander of the Women's Auxiliary Corps of the Ghana Armed Forces, and presidential nurse to Dr. Kwame Nkrumah and his family, Head of State of the First Republic. Ms. Debrah was the first woman to be accepted as running mate for an Independent Presidential candidate.

Ms. Debrah is a Recipient of the UNEP Global 500 Award.

Dr. B.C.Y. Freezailah

Dr. Freezailah is a former Deputy Director-General of the Malaysian Department of Forestry. He has also held positions as the Director of Forests and the Deputy Chief Research Officer of the Forest Research Institute.

Dr. Freezailah holds a Ph.D. from the University of Edinburgh, where he received a scholarship grant. He also holds a degree in Forestry from the University of Edinburgh (First Class Honours).

Wakako Hironaka

Ms. Hironaka is a member of the House of Councillors of the Japanese Diet and Chairperson of the Special Committee on Science and Technology. A former State Minister, Director General of the Environment Agency, she is now a member of the Special Committee on Relocation of the National Diet and Related Organizations and of the Special Committee on Environment. Ms. Hironaka is also a member of the Organizing Committee of the Microcredit Summit of 1995. She is a past President and current member of GLOBE - Japan.

Ms. Hironaka holds an M.A. in Anthropology from Brandeis University, where she was the Wien International Scholar. Brandeis University has awarded Ms. Hironaka an Honorary Doctorate. She received a B.A. in English from Ochanomizu Women's University.

Ms. Hironaka has published four works: Between Two Cultures (Bunka Shuppan, 1979), What Values Should We Leave for the Future Generations? (Sochisha, 1982), What America Wants from Japan, Voices from the American Congress (PHP Inst., 1987), and Politics is Unexpectedly Interesting (Tokyu Agency, 1989).

Yolanda Kakabadse

Ms. Kakabadse is a previous Counsellor to the Vice President for Environment and Sustainable Development of the World Bank. She has also been Senior Adviser to the Administrator of the United Nations Development Program and Senior Adviser to the Global Environment Fund.

Ms. Kakabadse is a former Board Member of WWF International and a past member of the IUCN Commission on Environmental Strategy and Planning. She has also held positions as NGO Liaison Officer for UNCED and as the Executive Director of Fundacion Natura.

Wandira Kazibwe

Vice-President

Dr. Kazibwe is Vice President and Minister of Gender and Community Development of the Republic of Uganda. The Member of Parliament for Kampala District, she is also a member of the District Development Committee and the Steering Committee of the National Environment Action Plan. Dr. Kazibwe holds several advisory roles. She is Advisor to the President of the International Development Research Centre, Representative of Sub-Saharan Africa on a round table of 15 Advisors from around the world, and member of an Advisory Group to the Executive Director of the United Nations Fund for Population Activities on the implementation of International Conference on Population and Development programmes.

Dr. Kazibwe's former positions include Minister for Women in Development, Culture and Youth, and Deputy Minister, Industry and Technology. She was elected to the expanded National Resistance Council to represent Kampala District. In addition, Ms. Kazibwe has held medical positions including Senior Registrar - Surgery at Mulago Referral Hospital; Junior Registrar - Surgery at Mulago Referral Hospital; and Physician at Butabika Mental Hospital. She is a former Director of the Family Planning Association of Uganda.

Dr. Kazibwe holds a Bachelor of Medicine and Bachelor of Surgery (M.B.Ch.B) and a Master of Medicine (M.Med) from Makerere University.

Ms. Kazibwe belongs to several organizations including Action for Development, the Uganda Medical Association, the Uganda Women Medical Doctor's Association, and the Association of Surgeons of East Africa. She is Chairperson of the Senior Women Advisory Group on Environment in Uganda, and of M8 Ltd. (a women's business company involved in real estate development).

Hemmo Jan Muntingh

Mr. Muntingh is the Director of Special Projects and Team Leader, Tropical Forests, for the International Fund for Animal Welfare. He is a former Member of the European Parliament. Previous positions include Secretary-General, Dutch Society for the Preservation of the Waddensea, and Assistant Controller, WAVIN B.V. (a Dutch plastics company).

Mr. Muntingh holds a degree in Business Economy from the Free University in Amsterdam.

David Pearce

Dr. Pearce is a Professor of Environmental Economics at University College London, and Director of the Centre for Social and Economic Research on the Global Environment (CSERGE) at University College London and the University of East Anglia.

He is a former member of the Sustainable Development High Level Advisory Board to the Secretary-General of the United Nations; of the Advisory Panel to the Vice President for Sustainable Development of the World Bank, and of the Scientific and Technical Advisory Panel of the Global Environment Facility. Dr. Pearce has also held positions as Personal Advisor to the UK Secretary of State for the Environment; Chairman of the UN Economic Commission for Europe Task Force on Economic Aspects of Abatement Strategies (Long Range Transboundary Air Pollution); UK Representative on the World Bank Committee on Brazilian Rain Forests; and Member of the Grand Council of the World Resources Institute. Dr. Pearce was the lead author for the Intergovernmental Panel on Climate Change on the Economics of Global Warming.

Dr. Pearce attended the London School of Economics, Oxford University (Lincoln College) where he studied politics, philosophy and economics, and Harrow Weald County Grammar School. He is the author, co-author or editor of over 40 books, including:

Kazimierz Rykowski

Dr. Rykowski is Co-Chairman of the Forest Pathology Working Group of the International Union of Forestry Research Organizations (IUFRO). He is also a member of the Scientific Committee of the BULL Foundation in the ARBOR Programme; Co-Chairman of the European Forest Institute Board in Joensu, Finland; and Head of the Department of Ecology and Environmental Protection.

Dr. Rykowski is former President of the Executive Board of the European Forestry Commission of the Food and Agriculture Organization. His previous positions at the Research Institute of Forestry include Professor, Scientific Deputy Director, Head of the Department of Phytopathology, Senior Research Assistant of the Department of Forest Protection, Assistant Professor, and Research Assistant.

Dr. Rykowski's scientific training includes terms as a Research Visitor in Forest Research Institutions in Japan, with the US Forest Service, and at the Federal Forest Research Institute in Switzerland. He was a Scholar at the IUFRO World Congress in Norway and at the Station de Pathologie Vegetale in Clermont-Ferrand, France. He has worked as a scientific consultant in Finland and at the Hessiche Forest Institute in Germany.

Dr. Rykowski holds a Ph.D. from the Research Institute of Forestry, Warsaw, and a degree as Engineer of Forestry from the Warsaw Agricultural University.

Prof. Emil Salim

Indonesia

Professor Salim is Co-chair of the World Commission on Forests and Sustainable Development. He teaches at the Faculty of Economic and Post Graduate Faculty, University of Indonesia. He has been a Member of the Indonesian People's Assembly since 1993 (until 1998), and belongs to the Economic Expert Team of the President of Republic of Indonesia on Debt and Development issues of the Non Aligned Movements. He is currently a member of the United Nations High Level Advisory Board on Sustainable Development. In addition, Professor Salim works with the Indonesian Ecolabelling Institute and the Center for Policy and Implementation Studies (CPIS).

Emil Salim is a former Minister of State for Population and Environment of the Republic of Indonesia. Other government positions he has held include Minister of State for Development Supervision and Environment, Minister of Transportation, Communication and Tourism, and State Minister for Administrative Reform, concurrently Vice-Chairman of National Planning Board.

He holds a Ph.D in Economics from the University of California, Berkeley, California. He has received a number of awards including (among others) the Grand Cross Award from the Government of Italy (1993), the Lencana "Melati" Award from Kwartir Nasional Pramuka (1993), the Bintang Penghaigaan Persatuan Insinyur Indonesia Award (1992), the Paul Getty Award (1990), and the Persatuan Kaluarga Berencana Indonesia Award (1989).

Dr. José Sarukhán Kermez

Dr. José Sarukhán Kermez obtained a B.A. in Biology from the National Autonomous University of Mexico in 1964. In 1968, he obtained a Master's Degree in Botanical Agriculture from the Colegio de Postgraduados, and in 1972, a Doctorate in Ecology from the University of Wales.

From 1979 to 1985, Dr. Sarukhán was Director of the institute of Biology, National Autonomous University, a position to which he was re-elected. In 1987, he was nominated as Coordinator of Scientific Research, National Autonomous University, and in December of 1988, he was elected Dean for the 1989-92 period, then later for the 1993-96 period.

Dr. Sarukhán was president of the Botanical Society of Mexico from 1972 to 1975, the Scientific Research Academy in 1984, and the Association for Tropical Biology in 1986-87. In 1992, the Mexican President nominated him as National Coordinator of the Commission on Knowledge and Use of Biodiversity.

In November of 1992, Dr. Sarukhán was elected President of the Union of Latin American Universities for a three-year period, and in1994, Vice-President of the Association of Latin American Universities for Postgraduate Studies. He is a member of various national and international scientific societies as well as technical committees of several institutions. He has also acted as editor or arbitrator on editorial and evaluation boards.

Dr. Sarukhán has published approximately 80 research papers and various books. He has taken part in more than 200 national and international congresses, and has directed 25 thesis at the bachelor's, master's and doctorate levels. Moreover, he was the instigator behind the main environmental research group as well as the Ecology Centre of the National Autonomous University.

He has received numerous awards, distinctions and honorific titles, including an honourable mention on his professional examination, first prize for the best thesis on botany, the Diamond Committee Award of the Botanical Society of America, the National Forestry Award, for the best research paper on forestry, the Natural Sciences Award, given by the Scientific Research Academy, the Medal of Botanical Excellence of the Botanical Society of Mexico, the "Alfonso L. Herrera" Medal in Ecology and Conservation, the 1990 Natural Sciences, Mathematics and Physics Prize, awarded by the Mexican Government, the "Alfonso L. Herrera:" Medal for Research in Biology, the Henry Shaw Medal of the Missouri Botanical Garden, and the 1994 Conservation Biology Award of the Society for Conservation Biology. Dr., Sarukhán is also a member of El Colegio Nacional, the Third World Academy of Sciences, the U.S. National Academy of Sciences, the Academy of Sciences of Latin America, as well as an international member of the American Association for the Advancement of Science. He is Professor emeritus of the "Cesca" Educative and Cultural Association of Peru, first Professor emeritus of the Universidad Tecnológica Metropolitana of Santiago, Chile, and Director emeritus of "International Conservation.." Furthermore, he has received a Doctorate honoris causa from the University of Wales, the University of New York, the Colegio de Postgraduados, and Universidad Nacional Mayor de San Marcos in Lima, Peru.

John S. Spears

Mr. Spears is the Secretary-General of the World Commission on Forests and Sustainable Development.

He was formerly a consultant to the United Nations Environment Program (UNEP) as Principal Author of UNEP's recently published Forest Policy Paper, and to the United Nations Development Program and the World Bank. Other positions he has held include Adviser to former President Carter's Global 2000 Program; Natural Resources Adviser at the Consultative Group for International Agricultural Research (CGIAR); Senior Environmental Adviser at the World Bank's Environment Department; Policy Adviser for Shell International Petroleum Company, Non-Traditional Business Division; and Senior Forest Adviser for the World Bank. Mr. Spears is former Director of Operations of the FAO/Investment Centre, and a former Senior Forestry Specialist of the FAO/World Bank Cooperative Program. He has worked in Kenya where he was the Executive Director of the Kenya Forest Industries Corporation and the Conservator of Forests.

Mr. Spears holds a B.Sc. (Hons.) from the University of Wales, an M.F. from the University of British Columbia, and a Dp.For.Oxon. from the University of Oxford. He was a Commonwealth Scholar. Other awards he has received include the Schlich Memorial Prize, the SAF Bernhard Fernow award for contributions to international forestry (1988), and the St. Barbe Baker international forestry award (1990).

Dr. M.S. Swaminathan

Dr. Swaminathan is former Secretary of Agriculture in the Government of India. His former positions also include Member of India's Planning Commission, Director General of the International Rice Research Institute, President of the International Union for the Conservation of Nature and Natural Resources (IUCN), President of the World Wide Fund for Nature - India, and Chairman of the Board of Trustees of the International Council for Research on Agro-forestry.

Dr. Swaminathan has received the Ramon Magsaysay Award for Community Leadership, the First World Food Prize, the Tyler Prize for Environmental Achievement, the UNEP Sasakawa Environment Prize, and the Global Environmental Leadership Award of the Climate Institute.

Margaret Taylor

Ms. Taylor is a member of the Advisory Board of the Earth Council. She is also a member of World Wildlife Fund USA and Conservation Melanesia in Papua New Guinea, and holds Corporate Directorships with Oil Search Ltd., Misima Mines Pty Ltd., and Lihir Gold Mines Ltd.

Ms. Taylor is a former Ambassador to the USA and Mexico, and has represented PNG at the UN General Assembly. She has worked as a consultant to resource-based companies. Her law-related work has included positions at Collins & Leahy Limited, Harvard Law School, and Gadens Lawyers. Other positions previously held by Ms. Taylor include: Member of the Board, Law Reform Commission; Deputy Chairperson of the National Cultural Council; Trustee of the National Museum Art Gallery; Chairperson of the Raun Raun Theatre Company; Lawyer with the Public Solicitors Office; Private Secretary and Political Advisor to Prime Minister Michael T. Somare; and Barrister and Solicitor at the Australian Capital Territory Supreme Court and the Papua New Guinea National Court.

Ms. Taylor holds an LL.M. from Harvard Law School, and an LL.B. from Melbourne University. She has attended the Post Graduate Legal Training Institute, the University of Papua New Guinea, and the Institute of Development Studies at Sussex University. Ms. Taylor is a native of Papua New Guinea.

Dr. Terrab is the Secretary-General of the Executive Secretariat of the Middle East/North Africa Economic Summit, and the Chargé de Mission of the Royal Cabinet to H.E. André Azoulay, Economic and Financial Advisor to His Majesty King Hassan II of Morocco. He has previously held positions with Bechtel Corporation, Draper Lab, and Rensselaer Polytechnic Institute (Troy, New York).

Dr. Terrab holds an M.S. and Ph.D. in Operations Research from the Massachusetts Institute of Technology. He received a Civil Engineering Diploma from the École Nationale des Ponts et Chaussées (Paris, France). Dr. Terrab has published several papers in academic journals.

Ola Ullsten

Ambassador of Sweden to Italy

Ambassador Ullsten is Co-Chair of the World Commission on Forests and Sustainable Development. Since 1983 he has been a member of the InterAction Council of former Heads of State and Government (IAC).

Ambassador Ullsten is a former Prime Minister of Sweden. Other positions he has held in Swedish government and politics include Deputy Prime Minister, Minister of Foreign Affairs, Ambassador to Canada, Leader of the Liberal Party of Sweden, Minister for International Development Cooperation, and Member of Parliament. In the international arena, Ambassador Ullsten is a past member of the "Eminent Adviser Group" to the Secretary-General of UNCED; Chairman of the FAO Independent Review Team on Tropical Forestry Action Plan; Co-Chairman of the European Forum for Forest Protection; and Chairman of the IAC High Level Group of Experts on Transfer of Resources to Developing Countries (1984) and on "Global Deforestation Trends".

Nikolay Vorontsov

Dr. Vorontsov is the Head of the Cytological Unit at the N.K. Koltsov Institute of Developmental Biology of the Russian Academy of Sciences. He is also Chairman of the Science sub-committee of the State Duma; Vice-President of the Global Legislators' Organization for a Balanced Environment (GLOBE) International; President of GLOBE Russia; and Vice-President of the Advisory Committee on Protection of the Seas (ACOPS). Dr. Vorontsov is a member of the Royal Swedish Academy of Sciences and the American Academy of Sciences and Arts. He is also on the Editorial Board of several Russian and foreign periodicals.

Dr. Vorontsov is a former Minister of Nature Use and Environmental Protection. Other positions he has held in the past include Chairman of the USSR Nature State Committee, People's Deputy of the Russian Soviet Federal Socialist Republic, and Peoples' Deputy from the scientific communities of the USSR Academy of Sciences. He was also the initiator and leader of the George Soros Foundation on Biodiversity in the CIS and the Baltic States.

Dr. Vorontsov has received the USSR State Prize, the USSR Academy of Science A.N. Sevovrsov Prize, and the International Ecological Prize of B. Schubert Foundation and M. Planck Foundation. He studied at the Faculty of Biology of Moscow State University, and is the author of over 450 scientific works on zoology, genetics, evolution theory, ecology, nature protection, and science history.

Dr. Vorontsov has been a participant and leader of 42 scientific expeditions, including the anti-nuclear movement Greenpeace. He was born in Moscow and has worked and lived in Leningrad, Novosibirsk and Valdivostok.

George Woodwell

Dr. Woodwell is Founder and Honorary Member of the Board of Trustees of the Environmental Defense Fund. He is also Founding Trustee and Vice-Chair of the Board of the Natural Resources Defense Council and a member of the National Council of the World Wildlife Fund, the Board of Trustees of the Center for Marine Conservation, the National Academy of Sciences, and the American Academy of Arts and Sciences.

Dr. Woodwell's past positions include Chair of the Ruth Mott Fund of Flint, Michigan; Founding Trustee of the World Resources Institute; Chair of the 1982 Conference on the Long-Term Worldwide Biological Consequences of Nuclear War; Board member and Chair of the Board of Directors of the National Council of the World Wildlife Fund; and President of the Ecological Society of America. He has held a Commission in the US Navy. Other past positions include Assistant and Associate Professor of Botany at the University of Maine; staff member at the Biology Department of Brookhaven National Laboratory; Founder and Director of the Ecosystems Center of the Marine Biological Laboratory at Woods Hole; Deputy Director, Assistant Director for Education, and Distinguished Scientist at the Marine Biological Laboratory; and Lecturer in Ecology at Yale University.

Dr. Woodwell is the recipient of various honorary degrees. He holds a Ph.D. and A.M. from Duke University, an A.B. from Dartmouth College, and is a graduate of the Boston Public Latin School.

Dr. Woodwell has published more than 300 papers in ecology and has contributed articles to various publications. He has edited books on the effects of nuclear war, the global carbon cycle, biotic impoverishment, and satellite imagery applied to measurement of the area of forests globally.

Jong Tack Yoo

Dr. Yoo is Chairman of the Board of Directors of Agriculture and Fisheries Marketing Corporation, and is presently a Visiting Professor at Yeung Nam University in Taegu, Korea.

Other positions he has held include Administrator in the Office of Forestry, and Deputy Secretary-General of the National Assembly Secretariat. Dr. Yoo has held several positions in the Korean Ministry of Agriculture and Fisheries (MAF) including Vice Minister; Assistant Minister; Director-General of the Planning and Budget Bureau; and Director and Assistant Director of the International Cooperation Office, in both the Agricultural Economics Division and the Food Grain Administration Division. He was also a Council Member of the Policy Coordinating Committee of Democratic Justice Party. He held the rank of First Lieutenant, weapons controller, in the ROK Air Forces.

Dr. Yoo holds a Ph.D. in Agricultural Economics from Michigan State University, and an M.S. in Agricultural Economics from Montana State University. He received a B.A. in Political Science from the College of Liberal Arts and Science, Seoul National University. Dr. Yoo was born in 1937 in the Republic of Korea.
