A Background Paper was prepared as a starting point for discussion at the Hearing. This Summary highlights the key issues and questions that the paper addresses. The Commission has benefited from the ideas, written submissions and comments that it has received from the many individuals and agencies who have commented on an earlier draft of this paper. The Commission wishes to express its appreciation for their interest and support.

Plenary sessions at the Hearing were organized around three thematic areas outlined in the paper with the core discussions focusing on, but not limited to, these themes. The paper does not reflect any bias in the Commission's thinking or pre-judgment of likely conclusions that will be drawn from the Hearing.
