
The sixth WTO Ministerial Conference was held in Hong Kong December 13-18, 2005. The goal was to set a roadmap to completing the Doha program of work by some time in 2006—a goal that will be tough to meet. But the results lacked the dramatic element of failure that has characterized other Ministerials (e.g., Seattle, Cancun). Nonetheless, we are not much closer to achieving the promised development through these talks—much less sustainable development—than we were before Hong Kong.
