Title of Initiative Improving and Promoting the Index of Sustainable Economic Welfare (ISEW)

Description of Goal ORFEO is an ambitious program that incorporates System of National Accounts (SNA) reform, broadening the vision of welfare with the ISEW, envisioning new scenarios with a systems dynamic environmental-economic model, and triggering innovation with the factor 10 campaign. The current work is to improve on the methodology and practical application of the Index for Sustainable Economic Welfare and communicate the results to a European audience of politicians, scientists, business leaders and special interest groups.

Framework for Indicator Set The four Capital Model developed by the World Bank (Serageldin, Steer, 1994, 1996): Human Capital, Natural Capital, Man-made Capital and Social Capital.
Partners The Stockholm Environmental Institute , Stockholm, Sweden; Wuppertal Institute for Environment, Energy and Climate, Wuppertal, Germany; IMSA Amsterdam, Environmental Consult & Innovation; various other institutes in Europe: EEA, FEEM, FEST, Surrey Un.,Beijer Inst., ÖINE.
Progress to date/future areas of work Project proposals have been submitted to EU, DG XII and the MISTRA fund (Sweden). We will also formulate ISEW's for Southern and Central European countries, for Europe as a whole, and for selected Third World areas.
Timeframe Start: September 1997, end 2000.
Presentation of the information and indicators Manual including revisions of the existing European ISEWs (Netherlands, Denmark, Sweden, Germany, Italy, United Kingdom and Austria), and a pilot Pan-European ISEW. All information to be presented in written form, on diskettes and/or accessible via Internet page. Software systems used: WORD and Excel.
