Energy Subsidies in Indonesia
The GSI program of work for Indonesia undertakes research and policy engagement on subsidies for fuel consumers and producers, as well as breaking down barriers to renewable energy and ensuring long-term, sustainable reform processes.
Objectives
- Reduce expenditure on fossil fuel subsidies that promote unsustainable environmental and social impacts
- Reform subsidies to level the playing field for clean energy
- Improve the fair social distribution of subsidy expenditure
- Build a greater understanding of the negative health impacts of fossil fuels, and how these are exacerbated by fossil fuel subsidies
Collaborations
In carrying forward this work, the Global Subsidies Initiative has collaborated with a number of organizations, including Tim Nasional Percepatan Penanggulangan Kemiskinan, Universitas Gadjah Mada, European Climate Foundation, ENERGIA, and the Embassies of Denmark and Sweden.

The Global Subsidies Initiative (GSI) of the International Institute for Sustainable Development (IISD) is seeking candidates for a half-time equivalent consultancy for six months with the potential for extension. The position will support the work of IISD's Energy Program in Indonesia. To date this has mainly focused on the creation of knowledge and dialogue on how to sustainably reform fossil fuel consumer subsidies, particularly measures to mitigate negative impacts of reform on vulnerable groups. Over the next six months, the Consultant’s work will include collaboration with existing and new partners based in Indonesia on both fossil-fuel consumer and producer subsidies, to promote policy change supporting transitions to sustainable energy.

Jakarta—31 October—As part of its work in Indonesia, the Global Subsidies Initiative (GSI) recently supported The Habibie Center and consumer’s association Yayasan Lembaga Konsumen Indonesia (YLKI) in facilitating a large public dialogue session to discuss Indonesia’s recent efforts to reform fossil fuel subsidies.

When it comes to phasing out subsidies to the production of polluting oil, gas and coal—something G-20 leaders have committed to every year since 2009—we’re seeing little progress.
In fact, as fossil fuel prices have fallen, some countries have even increased subsidies in response.

Jointly prepared by IISD, OCI and ODI, this country study and accompanying data sheet compiles publicly available information on fossil fuel production subsidies in Indonesia in 2013 and 2014.
It is a background paper to the report Empty promises: G20 subsidies to oil, gas and coal production and provides a baseline to track progress on the phase-out of such subsidies as part of a wider global energy transition.
