While Manitoba's contribution to Canada's overall emissions is relatively limited, the opportunities for the province to assist in ensuring the reduction targets identified in the Climate Change Plan for Canada are met are numerous. Currently, Manitoba is committed to an action plan that could result in a GHG emission reduction of up to 18 per cent from 1990 levels and result in 20 to 25 megatonnes of reductions for the country. If the right conditions are created for Manitoba to make this kind of contribution to the national greenhouse gas reduction strategy, it will generate significant economic opportunities for the province.
The challenge in creating a national climate change plan is balancing the needs of all provinces and territories for economic growth and environmental protection while promoting innovation. For the business sector in Manitoba there are many questions that still need to be addressed as the domestic emission trading system is developed.
