In September 2001, the Manitoba Climate Change Task Force released its report to the Manitoba government. One of the key recommendations of the task force was that the government of Manitoba should give high priority to the development of effective international and national emissions trading regimes that meet the needs of Manitoba business and reduce greenhouse gases. In addition, the task force suggested that Manitoba should promote opportunities to undertake Clean Development Mechanism (CDM) and Joint Implementation (JI) projects through our well-established economic, social and cultural relationships with other countries, other cities and other regions.

These complex mechanisms are intended to reduce global emissions through the trade of emissions reduction credits and the investment in emissions reduction projects in developing countries and developed countries that have ratified the Kyoto Protocol. If potential economic opportunities for Manitoba businesses are to be realized through these mechanisms, it is critical that the business sector be exposed to the most recent thinking and information on mechanisms. There is an immediate need to assist Manitoba companies in their efforts to learn more about domestic and international emissions trading, the CDM and JI. Meeting this need will allow the Manitoba business sector to recognize and capitalize on opportunities that might otherwise go undiscovered.

On March 14, 2003, the Climate Change Branch of Manitoba Energy, Science and Technology and the International Institute for Sustainable Development hosted a seminar entitled Kyoto Mechanisms for the Manitoba Business Sector. This seminar focused on market mechanisms designed to manage greenhouse gas emissions, in particular domestic emissions trading and the Kyoto Protocol mechanisms—Clean Development Mechanism, Joint Implementation and international emissions trading. The seminar featured regional business people exploring CDM and emissions trading opportunities as well as national experts from the public and private sectors.

During this workshop, presentations were made on the following topics:
