The Ethiopian study prior to field-work revealed a significant policy opportunity, namely a recent active process of decentralization and responsiveness to local initiatives on key livelihood issues such as land tenure and management, particularly in relation to pastoral peoples. Similarly, the recent dramatic changes in South Africa at the national political level opened a window indicating the appropriateness and timeliness of the kind of research proposed.
