The main feedback loop within the evaluation framework has a number of "doorways" leading to it. The first doorway is entered when it is determined that the outputs have not been received by the intended user group. If the outputs have not been received it is useless to move forward and evaluate whether or not the users are in fact using the outputs. At this point, it is necessary to question the process of transmission and the appropriateness of the outputs and the user groups themselves.

The feedback loop is entered if (1) the outputs are not received or (2) the users are not using the outputs. If it is found that the outputs are received, their use can be evaluated. Therefore, we continue through the evaluation process with the determination of the output use.
