This document should contain two sections. The first section is the project outline, which basically covers the background to the adaptive strategy initiative, the purpose and objectives, some key definitions, the criteria for community selection and the project strategy and implementation arrangements. The second section includes a draft protocol - a draft guide to the researchers at the country level as well as a "check-list" for the project management team and any advisory groups. This protocol is a tool which will assist local project coordinators in developing proposals, workplans and estimated costs. The protocol should be further developed and improved at the first international workshop.
