Process

12 participants, more women than men.
Listed needs in both languages with drawings (see below).
Community members did the writing.
Needs and problems were mixed together - they had to redefine/reword before entering into the matrix.
Pairwise comparisons explained with examples, i.e. people must choose between two options w.r.t. which is the greatest need.

Exercise taken over by participants.
Added up totals - people were happy with the priorities.

Learnings

Once the idea of pairwise comparisons was grasped, the process worked very well and efficiently. We were most impressed - it went much better than we anticipated.

Generally there was little argument but most people offered their view by shouting out their preference. Participation was excellent.

People provided very rational reasons for their choices especially when it was slightly more difficult to make a decision: e.g. they argued that you need street before you can put in electricity, therefore streets must be a priority; people come first so care for the disabled is more important than streets.

The list of needs, in this case, was almost too long. The exercise took quite a long time to complete. Certainly a longer list is not recommended as it would make the process too tedious as the number of comparisons would be vast. People would lose interest.

We recommend this method for prioritizing needs within a common interest group. Problems may arise with this technique if the participants have conflicting interests.
