This flowchart is a model which provides for a systematic way to examine process within the project and outcomes of the project. The evaluation of outcomes is the overriding purpose of the framework, yet these outcomes cannot be seen in isolation of the project "mechanics" (transmission, reception, use). Therefore, at certain points in the evaluation framework it is necessary to "go back" and examine the effectiveness of these mechanical stages in the process, as well as the resultant change.
