Choose evaluation facilitator and team The first step in the evaluation is choosing a facilitator and a subsequent evaluation team. A team is used rather than a single evaluator so that there is less dependence on "outsiders' insights and empathy, and more [reliance] on partnerships and negotiated procedures and conclusions, thus reflecting the biases and cultures of both parties" (Jiggins 1995: 57). The evaluation team is an entity which the facilitator may wish to change throughout the course of the evaluation; it should be dynamic and flexible, representing various stakeholders at various stages within the process.
