Howard Mann

» Associate & Senior International Law Advisor

Howard Mann is a practising lawyer and the Senior International Law Advisor to IISD. Howard specializes in international sustainable development law, with a particular focus on international trade, investment and environmental law, and legal policy. Howard is the lead author of IISD's Model International Agreement on Investment for Sustainable Development, and represented IISD in its precedent-setting amicus curiae intervention in the NAFTA case between Methanex Corp. and the United States. He is also working with other civil society groups on the first NAFTA case in Canada's federal Court of Appeal.

From 1988 to 1993, Howard was a lawyer for the Government of Canada, and was actively involved in the negotiation of several international environmental agreements, including on climate change and the NAFTA environmental agreement. He has a Masters of Laws and PhD in international law from the London School of Economics, and has been an Adjunct Professor of international law at the University of Ottawa Faculty of Law. He is widely published in his areas of specialization, and is a frequent speaker at international conferences. Howard has also served on two special advisory committees on international investment law and trade law to the Government of Canada, and is frequently called upon to assist different international governmental and non-governmental organizations in the development of international investment law and agreements for sustainable development.
